根據(ju)市(shi)(shi)委(wei)(wei)統一部署,2020年10月(yue)上旬至12月(yue)下(xia)旬,市(shi)(shi)委(wei)(wei)第(di)三(san)巡(xun)(xun)察(cha)組對青島能源集(ji)團有限(xian)公司黨(dang)(dang)委(wei)(wei)(以下(xia)簡稱:能源集(ji)團黨(dang)(dang)委(wei)(wei))進行了(le)(le)巡(xun)(xun)察(cha)。2021年3月(yue)11日,市(shi)(shi)委(wei)(wei)第(di)三(san)巡(xun)(xun)察(cha)組向(xiang)集(ji)團黨(dang)(dang)委(wei)(wei)反饋了(le)(le)巡(xun)(xun)察(cha)意見(jian)。按照黨(dang)(dang)務(wu)公開原則和巡(xun)(xun)察(cha)工作有關要求,現將巡(xun)(xun)察(cha)整改情況予以公布。

一、整改工作基本情況(kuang)

市委第三巡(xun)察組反饋意(yi)見中指出(chu)(chu)的問(wen)題和(he)提出(chu)(chu)的意(yi)見建議,能(neng)源集團黨委完全贊同和(he)誠懇接受,堅持高標準、嚴要求(qiu),堅決抓好整改落實(shi)。

(一)切實(shi)提(ti)高政治(zhi)站位(wei),統(tong)一思想認識(shi)。能源集團(tuan)黨委(wei)(wei)把落實(shi)市(shi)委(wei)(wei)巡察組反饋意見作為當前乃至今后一個時期的首要(yao)政治(zhi)任(ren)務。市(shi)委(wei)(wei)第(di)三(san)巡察組反饋會后,能源集團(tuan)黨委(wei)(wei)立即接續召開(kai)專題會議,傳達反饋會議精(jing)神、部(bu)署(shu)下步巡察整(zheng)改工作;所屬各直屬單位(wei)也立即召開(kai)會議,層(ceng)層(ceng)傳達、層(ceng)層(ceng)動(dong)(dong)員、層(ceng)層(ceng)部(bu)署(shu),動(dong)(dong)員集團(tuan)上下凝聚共識(shi)、形成合力抓整(zheng)改,切實(shi)把全(quan)集團(tuan)的思想和行動(dong)(dong)統(tong)一到巡察整(zheng)改工作上來。

(二)切實加強組(zu)織領(ling)(ling)導(dao)(dao),明確(que)責(ze)(ze)任(ren)(ren)分(fen)(fen)(fen)工(gong)(gong)。整(zheng)(zheng)改(gai)(gai)伊始,能源(yuan)集團黨(dang)委(wei)(wei)即將(jiang)配合(he)巡(xun)(xun)察(cha)期間成立的(de)配合(he)做(zuo)好市委(wei)(wei)巡(xun)(xun)察(cha)工(gong)(gong)作領(ling)(ling)導(dao)(dao)小組(zu)直接(jie)轉為(wei)巡(xun)(xun)察(cha)整(zheng)(zheng)改(gai)(gai)工(gong)(gong)作領(ling)(ling)導(dao)(dao)小組(zu),全面負責(ze)(ze)整(zheng)(zheng)改(gai)(gai)落實工(gong)(gong)作,并先后3次專門研(yan)究了梳理問(wen)(wen)題的(de)責(ze)(ze)任(ren)(ren)分(fen)(fen)(fen)工(gong)(gong)和巡(xun)(xun)察(cha)整(zheng)(zheng)改(gai)(gai)工(gong)(gong)作方案;召開專題民主生(sheng)活會,班子(zi)成員主動(dong)認(ren)領(ling)(ling)問(wen)(wen)題,逐條(tiao)剖析(xi)成因,集中研(yan)討整(zheng)(zheng)改(gai)(gai)措施(shi),認(ren)真制定整(zheng)(zheng)改(gai)(gai)方案。進一步明確(que)黨(dang)委(wei)(wei)書記落實整(zheng)(zheng)改(gai)(gai)第一責(ze)(ze)任(ren)(ren)人(ren)責(ze)(ze)任(ren)(ren)、黨(dang)委(wei)(wei)班子(zi)成員分(fen)(fen)(fen)管責(ze)(ze)任(ren)(ren)人(ren)的(de)分(fen)(fen)(fen)管責(ze)(ze)任(ren)(ren);承擔整(zheng)(zheng)改(gai)(gai)任(ren)(ren)務的(de)部門、單位負責(ze)(ze)人(ren),作為(wei)整(zheng)(zheng)改(gai)(gai)落實的(de)具體責(ze)(ze)任(ren)(ren)人(ren),逐級明確(que)責(ze)(ze)任(ren)(ren)分(fen)(fen)(fen)工(gong)(gong),確(que)保把整(zheng)(zheng)改(gai)(gai)工(gong)(gong)作抓(zhua)緊抓(zhua)實。

(三)建立清單真督實查(cha),確保整改(gai)(gai)到(dao)位。建立問(wen)題(ti)、任(ren)務、責任(ren)“三張清單”,按照問(wen)題(ti)性質和整改(gai)(gai)要求(qiu)分類建立臺(tai)賬,實行(xing)(xing)銷(xiao)號管(guan)理(li)。能(neng)源集團(tuan)黨(dang)委(wei)建立了“日調度(du)(du)、周督查(cha)、月(yue)通報(bao)”整改(gai)(gai)考核跟蹤(zong)機制(zhi),實行(xing)(xing)“掛圖整改(gai)(gai)”,每周必(bi)聽取巡(xun)察整改(gai)(gai)進展匯報(bao),及時研究解決困(kun)難問(wen)題(ti),督辦加快整改(gai)(gai)進度(du)(du),全力推進巡(xun)察整改(gai)(gai)問(wen)題(ti)落實見效。

(四)緊(jin)密聯系(xi)結(jie)合實際(ji),用好整改成果。與(yu)黨史學習(xi)教育、與(yu)深化(hua)集團體制(zhi)(zhi)機制(zhi)(zhi)改革、與(yu)“敢(gan)想敢(gan)干、二次創業”目標緊(jin)密結(jie)合,把(ba)整改過程轉(zhuan)(zhuan)化(hua)為建(jian)章立制(zhi)(zhi)的過程,真正把(ba)巡察(cha)整改成果轉(zhuan)(zhuan)化(hua)為推動能源事業轉(zhuan)(zhuan)型和高質量發展的強大動力(li),確保整改落到實處(chu)。

二、市委巡(xun)察組反饋意見整改落實情況

1.針(zhen)對(dui)集團(tuan)創新發(fa)(fa)展(zhan)缺(que)乏系(xi)統(tong)謀(mou)(mou)劃(hua)問題。一(yi)是召開巡察整改(gai)(gai)專(zhuan)題民主(zhu)(zhu)生(sheng)活會,班(ban)子成員深刻剖析原因、主(zhu)(zhu)動認領責任(ren),聯系(xi)思(si)想、工作和生(sheng)活實(shi)際,明(ming)確整改(gai)(gai)方向,研究(jiu)整改(gai)(gai)措施(shi)。二是召開“謀(mou)(mou)劃(hua)‘十(shi)(shi)四(si)(si)(si)五’暨2021年工作座談會”,先后多次參與(yu)上級有關部門組織的專(zhuan)題匯報、座談會議,結(jie)合國(guo)家(jia)、省市“十(shi)(shi)四(si)(si)(si)五”規(gui)(gui)(gui)劃(hua)綱要及(ji)相關專(zhuan)項規(gui)(gui)(gui)劃(hua),圍繞國(guo)家(jia)“碳達峰”“碳中(zhong)和”目標及(ji)能源(yuan)產(chan)業(ye)(ye)政策,高起點、高標準研究(jiu)謀(mou)(mou)劃(hua)集團(tuan)“十(shi)(shi)四(si)(si)(si)五”發(fa)(fa)展(zhan)思(si)路、重點任(ren)務,科(ke)學制定了(le)集團(tuan)“十(shi)(shi)四(si)(si)(si)五”發(fa)(fa)展(zhan)規(gui)(gui)(gui)劃(hua)。規(gui)(gui)(gui)劃(hua)至(zhi)“十(shi)(shi)四(si)(si)(si)五”末,集團(tuan)全面建成承載(zai)我市“能源(yuan)安全保障、能源(yuan)戰略實(shi)施(shi)、能源(yuan)結(jie)構轉型”三大戰略功(gong)能為一(yi)體(ti)的高質量能源(yuan)發(fa)(fa)展(zhan)平(ping)臺,打造成為全域覆(fu)蓋、產(chan)業(ye)(ye)鏈貫通、行(xing)業(ye)(ye)領先的綜合性能源(yuan)企業(ye)(ye)。三是修(xiu)訂集團(tuan)發(fa)(fa)展(zhan)戰略與(yu)規(gui)(gui)(gui)劃(hua)管(guan)理規(gui)(gui)(gui)定,全面強化規(gui)(gui)(gui)劃(hua)督導(dao)管(guan)理,確保規(gui)(gui)(gui)劃(hua)目標落地落實(shi)落好。

2.針對實(shi)(shi)(shi)現(xian)企業(ye)(ye)(ye)(ye)良性發(fa)(fa)展(zhan)(zhan)(zhan)能(neng)(neng)力(li)不(bu)(bu)足(zu)問題。一是(shi)召開(kai)(kai)巡察整(zheng)改(gai)專題民(min)主(zhu)生活會,班(ban)子成員主(zhu)動(dong)認領責任(ren)(ren),認真(zhen)查擺(bai)分析原因,進(jin)(jin)(jin)(jin)一步(bu)明(ming)確(que)整(zheng)改(gai)方向(xiang)和(he)整(zheng)改(gai)措施(shi)(shi)(shi)。二(er)是(shi)大(da)(da)力(li)強(qiang)化完善(shan)(shan)產(chan)業(ye)(ye)(ye)(ye)鏈建設,切實(shi)(shi)(shi)解決氣(qi)(qi)源(yuan)(yuan)、熱(re)(re)源(yuan)(yuan)不(bu)(bu)足(zu)的(de)瓶(ping)頸問題。與(yu)(yu)(yu)中(zhong)石化簽(qian)署了(le)(le)戰(zhan)略合作(zuo)協議,積(ji)(ji)(ji)(ji)(ji)極(ji)(ji)推(tui)進(jin)(jin)(jin)(jin)參股青(qing)島液化天(tian)(tian)然(ran)氣(qi)(qi)公(gong)(gong)司(si)工(gong)(gong)作(zuo);已(yi)爭取市(shi)(shi)(shi)(shi)國(guo)資委(wei)批復同意集團主(zhu)業(ye)(ye)(ye)(ye)由“燃(ran)氣(qi)(qi)、熱(re)(re)力(li)生產(chan)與(yu)(yu)(yu)供(gong)(gong)應(ying)業(ye)(ye)(ye)(ye)”調(diao)整(zheng)為(wei)(wei)“熱(re)(re)力(li)燃(ran)氣(qi)(qi)生產(chan)與(yu)(yu)(yu)供(gong)(gong)應(ying)業(ye)(ye)(ye)(ye)、能(neng)(neng)源(yuan)(yuan)產(chan)業(ye)(ye)(ye)(ye)運營與(yu)(yu)(yu)配套(tao)設施(shi)(shi)(shi)資源(yuan)(yuan)開(kai)(kai)發(fa)(fa)綜(zong)(zong)合利用(yong)”,現(xian)已(yi)注(zhu)冊(ce)成立(li)了(le)(le)青(qing)島能(neng)(neng)源(yuan)(yuan)供(gong)(gong)應(ying)鏈有限公(gong)(gong)司(si),全(quan)力(li)拓展(zhan)(zhan)(zhan)能(neng)(neng)源(yuan)(yuan)貿易(yi)業(ye)(ye)(ye)(ye)務(wu),為(wei)(wei)解決氣(qi)(qi)源(yuan)(yuan)不(bu)(bu)足(zu)問題搭建了(le)(le)保障平臺(tai),力(li)爭盡快打通天(tian)(tian)然(ran)氣(qi)(qi)上(shang)、中(zhong)、下游(you)產(chan)業(ye)(ye)(ye)(ye)鏈,有效(xiao)(xiao)(xiao)解決青(qing)島全(quan)域(yu)氣(qi)(qi)源(yuan)(yuan)、熱(re)(re)源(yuan)(yuan)不(bu)(bu)足(zu)問題。同時,積(ji)(ji)(ji)(ji)(ji)極(ji)(ji)堅決貫(guan)徹落(luo)實(shi)(shi)(shi)全(quan)市(shi)(shi)(shi)(shi)清(qing)(qing)潔(jie)取暖部署安排,加快推(tui)進(jin)(jin)(jin)(jin)燃(ran)煤(mei)鍋爐“煤(mei)改(gai)氣(qi)(qi)”項目(mu)(mu)和(he)市(shi)(shi)(shi)(shi)區南部供(gong)(gong)熱(re)(re)區域(yu)供(gong)(gong)熱(re)(re)主(zhu)干網互(hu)聯互(hu)通建設,將(jiang)明(ming)顯改(gai)善(shan)(shan)提(ti)升區域(yu)供(gong)(gong)熱(re)(re)能(neng)(neng)力(li)。三(san)是(shi)大(da)(da)力(li)開(kai)(kai)拓清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)市(shi)(shi)(shi)(shi)場。與(yu)(yu)(yu)中(zhong)石化綠源(yuan)(yuan)公(gong)(gong)司(si)簽(qian)訂了(le)(le)戰(zhan)略合作(zuo)框架協議,大(da)(da)力(li)拓展(zhan)(zhan)(zhan)民(min)用(yong)、商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)、產(chan)業(ye)(ye)(ye)(ye)園區等用(yong)能(neng)(neng)市(shi)(shi)(shi)(shi)場;先后(hou)與(yu)(yu)(yu)萊西(xi)市(shi)(shi)(shi)(shi)政府(fu)、北京(jing)華清(qing)(qing)聚能(neng)(neng)能(neng)(neng)源(yuan)(yuan)管(guan)理(li)(li)公(gong)(gong)司(si)簽(qian)署了(le)(le)戰(zhan)略合作(zuo)協議,注(zhu)冊(ce)成立(li)青(qing)島能(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)(zhan)(萊西(xi))公(gong)(gong)司(si),加快推(tui)進(jin)(jin)(jin)(jin)萊西(xi)區域(yu)清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)市(shi)(shi)(shi)(shi)場大(da)(da)拓展(zhan)(zhan)(zhan)、能(neng)(neng)源(yuan)(yuan)結構大(da)(da)轉(zhuan)型(xing);將(jiang)非民(min)用(yong)清(qing)(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)市(shi)(shi)(shi)(shi)場發(fa)(fa)展(zhan)(zhan)(zhan)列入年度(du)重(zhong)點(dian)工(gong)(gong)作(zuo),發(fa)(fa)布實(shi)(shi)(shi)施(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場開(kai)(kai)發(fa)(fa)激勵獎懲政策(ce),進(jin)(jin)(jin)(jin)一步(bu)調(diao)動(dong)市(shi)(shi)(shi)(shi)場開(kai)(kai)發(fa)(fa)積(ji)(ji)(ji)(ji)(ji)極(ji)(ji)性、主(zhu)動(dong)性。四是(shi)大(da)(da)力(li)提(ti)升工(gong)(gong)商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)項目(mu)(mu)發(fa)(fa)展(zhan)(zhan)(zhan)配比(bi)。緊跟工(gong)(gong)商(shang)(shang)(shang)戶(hu)(hu)外遷(qian)建廠,主(zhu)動(dong)開(kai)(kai)展(zhan)(zhan)(zhan)配套(tao)服務(wu),以大(da)(da)項目(mu)(mu)直供(gong)(gong)等方式開(kai)(kai)拓工(gong)(gong)商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)用(yong)戶(hu)(hu)市(shi)(shi)(shi)(shi)場;發(fa)(fa)布實(shi)(shi)(shi)施(shi)(shi)(shi)天(tian)(tian)然(ran)氣(qi)(qi)工(gong)(gong)商(shang)(shang)(shang)戶(hu)(hu)開(kai)(kai)發(fa)(fa)促銷方案、市(shi)(shi)(shi)(shi)場開(kai)(kai)發(fa)(fa)方案,建立(li)了(le)(le)市(shi)(shi)(shi)(shi)場發(fa)(fa)展(zhan)(zhan)(zhan)協調(diao)機制,確(que)保年內(nei)工(gong)(gong)商(shang)(shang)(shang)戶(hu)(hu)銷氣(qi)(qi)量穩(wen)步(bu)提(ti)高,實(shi)(shi)(shi)現(xian)民(min)用(yong)戶(hu)(hu)與(yu)(yu)(yu)工(gong)(gong)商(shang)(shang)(shang)戶(hu)(hu)銷氣(qi)(qi)量配比(bi)目(mu)(mu)標,穩(wen)步(bu)提(ti)升企業(ye)(ye)(ye)(ye)盈利能(neng)(neng)力(li)。五是(shi)大(da)(da)力(li)強(qiang)化內(nei)部管(guan)理(li)(li),采取有效(xiao)(xiao)(xiao)措施(shi)(shi)(shi)切實(shi)(shi)(shi)降低經(jing)營風險(xian)。與(yu)(yu)(yu)各(ge)直屬企業(ye)(ye)(ye)(ye)簽(qian)訂年度(du)目(mu)(mu)標責任(ren)(ren)書并納入年度(du)績效(xiao)(xiao)(xiao)考核,層層分解,壓(ya)實(shi)(shi)(shi)責任(ren)(ren);建立(li)超額(e)利潤(run)分享的(de)中(zhong)長期激勵機制,完善(shan)(shan)了(le)(le)績效(xiao)(xiao)(xiao)考核辦法,實(shi)(shi)(shi)行差(cha)異化分配,激勵各(ge)單位積(ji)(ji)(ji)(ji)(ji)極(ji)(ji)作(zuo)為(wei)(wei);對供(gong)(gong)熱(re)(re)、燃(ran)氣(qi)(qi)板(ban)塊經(jing)營情況實(shi)(shi)(shi)施(shi)(shi)(shi)動(dong)態管(guan)理(li)(li),實(shi)(shi)(shi)行月督(du)導季分析,控(kong)制企業(ye)(ye)(ye)(ye)經(jing)營風險(xian);加快推(tui)進(jin)(jin)(jin)(jin)財政資金回(hui)收(shou),梳理(li)(li)分析行業(ye)(ye)(ye)(ye)政策(ce),向(xiang)有關政府(fu)部門(men)申報行業(ye)(ye)(ye)(ye)政策(ce)建議,努(nu)力(li)爭取外部支持。積(ji)(ji)(ji)(ji)(ji)極(ji)(ji)推(tui)進(jin)(jin)(jin)(jin)資源(yuan)(yuan)綜(zong)(zong)合開(kai)(kai)發(fa)(fa)利用(yong),力(li)爭增加企業(ye)(ye)(ye)(ye)收(shou)益,彌補(bu)虧損。科學編制2021年度(du)融(rong)資計劃(hua),并嚴格計劃(hua)執行和(he)過程管(guan)控(kong),積(ji)(ji)(ji)(ji)(ji)極(ji)(ji)穩(wen)妥(tuo)實(shi)(shi)(shi)施(shi)(shi)(shi)融(rong)資;開(kai)(kai)展(zhan)(zhan)(zhan)市(shi)(shi)(shi)(shi)內(nei)三(san)區“煤(mei)改(gai)氣(qi)(qi)”規劃(hua)建設項目(mu)(mu)發(fa)(fa)行政府(fu)專項債申請,已(yi)獲(huo)市(shi)(shi)(shi)(shi)發(fa)(fa)改(gai)委(wei)和(he)市(shi)(shi)(shi)(shi)財政局批復,為(wei)(wei)落(luo)實(shi)(shi)(shi)國(guo)家(jia)“碳達峰”“碳中(zhong)和(he)”重(zhong)大(da)(da)決策(ce)部署提(ti)供(gong)(gong)了(le)(le)資金保障。

10.針對貫徹落(luo)(luo)實(shi)中央八(ba)項規定(ding)精神不認真問題。一是(shi)召開巡(xun)察整改專題民主生活會,認真查擺分析出了(le)產生的(de)原因,并明確了(le)整改方向。二是(shi)對相(xiang)關(guan)責(ze)任(ren)人(ren)進行了(le)處理,責(ze)令相(xiang)關(guan)單位(wei)立(li)即修訂完善制(zhi)度,做(zuo)到制(zhi)度全(quan)面(mian)、管(guan)理規范(fan)。三是(shi)重新核(he)測集團科級及(ji)以(yi)上干部辦公用房(fang)的(de)面(mian)積,并建立(li)完善了(le)辦公用房(fang)臺賬。四是(shi)建立(li)落(luo)(luo)實(shi)長效機制(zhi),做(zuo)到有(you)(you)部署、有(you)(you)檢查、有(you)(you)落(luo)(luo)實(shi),堅持全(quan)覆蓋,不留死角,確保各項規定(ding)落(luo)(luo)到實(shi)處。

11.針對服(fu)務(wu)(wu)管理(li)存在(zai)懶散現象問題。一(yi)(yi)(yi)是(shi)召開(kai)巡察整改(gai)專題民主生活會,深刻(ke)剖析原因、制(zhi)定(ding)整改(gai)措施、明(ming)確整改(gai)方(fang)向。二是(shi)立(li)即責令責任單位(wei)組織整改(gai),嚴(yan)格執(zhi)行(xing)(xing)《服(fu)務(wu)(wu)行(xing)(xing)為規范(試(shi)行(xing)(xing))》《場(chang)站(zhan)運行(xing)(xing)管理(li)規定(ding)》,并對相關(guan)責任人進(jin)行(xing)(xing)了處(chu)理(li)。三是(shi)全(quan)(quan)面加強(qiang)(qiang)服(fu)務(wu)(wu)、安全(quan)(quan)生產(chan)管理(li)。升級“一(yi)(yi)(yi)站(zhan)式”服(fu)務(wu)(wu)站(zhan),大力推進(jin)外(wai)圍區(qu)(市)“服(fu)務(wu)(wu)管家進(jin)社區(qu)”,進(jin)一(yi)(yi)(yi)步暢通(tong)了服(fu)務(wu)(wu)渠道。開(kai)展“窗(chuang)口服(fu)務(wu)(wu)質(zhi)效再提(ti)(ti)升”活動,形成集團服(fu)務(wu)(wu)窗(chuang)口制(zhi)度清單,對各單位(wei)場(chang)站(zhan)及對外(wai)服(fu)務(wu)(wu)窗(chuang)口進(jin)行(xing)(xing)現場(chang)檢(jian)查及電話抽查。四是(shi)嚴(yan)格執(zhi)行(xing)(xing)集團服(fu)務(wu)(wu)行(xing)(xing)為規范、服(fu)務(wu)(wu)督察考核(he)管理(li)辦法、安全(quan)(quan)生產(chan)監(jian)督檢(jian)查管理(li)規定(ding)等制(zhi)度,強(qiang)(qiang)化日常服(fu)務(wu)(wu)、安全(quan)(quan)生產(chan)監(jian)督檢(jian)查措施和(he)主體責任,不(bu)斷提(ti)(ti)高服(fu)務(wu)(wu)水平和(he)安全(quan)(quan)保障能力,切實提(ti)(ti)升群眾獲得感和(he)幸福(fu)指(zhi)數。

三、今后整改工(gong)作打算

能源(yuan)集團黨(dang)委(wei)將在(zai)前一(yi)階段工(gong)作(zuo)的基礎上,堅持任務不變、標準不降、力度不減(jian),長(chang)期抓、持續(xu)抓、深入抓,特別是要以巡(xun)察整(zheng)改為動力,持續(xu)扛(kang)起(qi)全面從嚴(yan)治(zhi)(zhi)黨(dang)的政治(zhi)(zhi)責(ze)任、主體(ti)責(ze)任、第一(yi)責(ze)任,不斷把(ba)從嚴(yan)管黨(dang)治(zhi)(zhi)黨(dang)工(gong)作(zuo)引向深入。

(一(yi))強化黨的領(ling)導,以(yi)整改落實(shi)引領(ling)集團高質量發(fa)(fa)展。進一(yi)步加強領(ling)導班子能力建(jian)(jian)設,充(chong)(chong)分發(fa)(fa)揮(hui)(hui)黨委把方向、管大局、保落實(shi)作(zuo)用,探(tan)索黨建(jian)(jian)工作(zuo)和經營工作(zuo)相融合,黨建(jian)(jian)任務(wu)與經營業務(wu)同(tong)部署(shu)、同(tong)考(kao)核。夯實(shi)基(ji)層(ceng)黨組(zu)(zu)織建(jian)(jian)設,強化基(ji)層(ceng)黨組(zu)(zu)織整體(ti)功(gong)能,嚴格(ge)黨內(nei)生活(huo),充(chong)(chong)分發(fa)(fa)揮(hui)(hui)基(ji)層(ceng)黨組(zu)(zu)織的戰斗(dou)堡(bao)壘作(zuo)用。

(二)強化(hua)戰(zhan)略導向,以整(zheng)改落實推(tui)動集團高質量發(fa)展(zhan)。做好與(yu)市(shi)行(xing)業(ye)(ye)管理部門(men)、市(shi)國(guo)資(zi)委(wei)溝通(tong)協調,確(que)保《規(gui)劃(hua)(hua)》與(yu)各(ge)市(shi)級(ji)專業(ye)(ye)規(gui)劃(hua)(hua)、市(shi)國(guo)資(zi)委(wei)系(xi)統(tong)規(gui)劃(hua)(hua)有效銜接(jie)。緊握國(guo)家能源(yuan)革命和(he)綠色(se)低(di)碳發(fa)展(zhan)戰(zhan)略機(ji)遇期(qi),圍繞平臺思維,進(jin)一步明確(que)集團主業(ye)(ye),優(you)化(hua)產業(ye)(ye)布局、聚(ju)焦(jiao)主業(ye)(ye)發(fa)展(zhan),提升核心競爭力(li),構建“大(da)能源(yuan)”發(fa)展(zhan)格(ge)局,成(cheng)為全市(shi)重(zhong)大(da)能源(yuan)戰(zhan)略、重(zhong)大(da)能源(yuan)項目的承擔者與(yu)參與(yu)者。

(三)強化制(zhi)(zhi)度(du)(du)(du)體系(xi)建(jian)設,為集團高質量發展提供規范化保障(zhang)。運用(yong)好市委巡察(cha)成果,加大制(zhi)(zhi)度(du)(du)(du)梳(shu)理(li)(li)、完(wan)善和執行的檢查力度(du)(du)(du)、問責(ze)力度(du)(du)(du),建(jian)立完(wan)善“更接(jie)地氣、更為實用(yong)、更有效(xiao)果”的長效(xiao)機(ji)制(zhi)(zhi),保障(zhang)各項工(gong)作環環相扣,事(shi)事(shi)有依(yi)有據,確保不出紕漏。完(wan)善內控體系(xi)建(jian)設,加強工(gong)程建(jian)設管(guan)理(li)(li)、項目招投(tou)標(biao)管(guan)理(li)(li)、大額資金使用(yong)等關鍵領域(yu)的有效(xiao)監管(guan),形成制(zhi)(zhi)度(du)(du)(du)管(guan)人、制(zhi)(zhi)度(du)(du)(du)管(guan)事(shi)的常態(tai)化機(ji)制(zhi)(zhi)。

(四)強(qiang)化干(gan)部、人(ren)才隊伍(wu)建設,為集(ji)(ji)團高質量(liang)發(fa)(fa)展提供有效支撐(cheng)。堅持黨(dang)管(guan)干(gan)部、黨(dang)管(guan)人(ren)才原則,加強(qiang)干(gan)部隊伍(wu)建設和(he)人(ren)才梯隊建設,打(da)造一支素質優良、專業(ye)配套、結構(gou)合理的(de)后備人(ren)才隊伍(wu),為集(ji)(ji)團可持續發(fa)(fa)展提供組織支撐(cheng)。完善考(kao)核(he)激勵(li)機(ji)制,增強(qiang)考(kao)核(he)的(de)針對性、客觀性和(he)公正性,充分發(fa)(fa)揮激勵(li)作用,讓(rang)能(neng)(neng)干(gan)的(de)人(ren)有舞(wu)臺、干(gan)成事的(de)人(ren)有平臺。建立以崗位(wei)、能(neng)(neng)力和(he)業(ye)績為核(he)心的(de)薪酬體(ti)系,突出激勵(li)作用。

(五)強(qiang)化紀律、作風建(jian)設,為集團高質量發(fa)展保駕護(hu)航(hang)。教(jiao)育引導(dao)黨員干部嚴(yan)守(shou)政治紀律政治規矩,增強(qiang)“四(si)個(ge)意(yi)識(shi)”、堅定(ding)“四(si)個(ge)自信(xin)”、做到“兩個(ge)維護(hu)”;領導(dao)干部以上(shang)率下、帶頭(tou)(tou)遵守(shou)和執行法(fa)規法(fa)紀和集團各項規章制度。牢固樹立“作風建(jian)設永(yong)遠在路上(shang)”的思想,堅決貫徹落實中央八項規定(ding)精神。探(tan)索建(jian)立效能監察工作機(ji)制,避(bi)免(mian)監督(du)(du)出現空點、盲點;積極運用監督(du)(du)執紀“四(si)種形(xing)態”,對苗頭(tou)(tou)性(xing)、傾向性(xing)問(wen)題抓(zhua)早抓(zhua)小,為集團高質量發(fa)展營造風清(qing)氣(qi)正的良好(hao)環境。
